I am having this issue as well. Did you ever find a resolution? Thank you.

No resolution yet, unfortunately.  I'm just hoping that Microsoft fixes it.  I'm under the impression that MS Teams, since Apr 2020, is now enforcing the use of AVX2 and is no longer supporting the older AVX hardware and that it why it no longer works.  That's my guess.  I'm upset mostly because it was all working last March and now it isn't so it's not like the hardware can't do it, because it was doing it just fine.  Grrr...

As of Apr 30 2020, Teams v 1.3.00.9267, the feature doesn't work at all, not even blur, on a Win10 Intel i5 CPU desktop.  Hey Microsoft, way to let millions down during a time of crisis.  Since my entire team has begun teleconferencing from home using Teams, some laptop users get background blur and images, some do not.  Most desktop users, like me, do not.  What's strange is that back in March, blur was working on my desktop.  Since the recent Teams updates, now it can't even do that.  My webcam is the MS Lifecam HD-3000.  Like I said, blur was working before, now it isn't, so it is definitely not a hardware issue, it is 100% a Microsoft issue.  Frankly, I'm not happy about it.
