Many of the members of our Team have a "GIF" button along with the emoji and format buttons, but I have never had the ability to add gifs to my chats. I have no idea why this would be happening.

I'm a global admin for my company and couldn't figure out why I didn't have giphy on my teams, despite having the authority to give myself the permission.

while it is possible it's disabled by either an org admin or just the team owner, I found that the icon will also disappear if "optional connected experiences" is not enabled, under privacy in settings.

Other team members can send gifs but not me.

I have selected Optional Connected Experiences and it doesn't work.

I have cleared the cache and it still doesn't work.

I've also restarted the app, restarted the computer to no effect.

    Other ideas?

No solution - but feel your pain. Yesterday at 4:57, I sent a gif to a coworker. This morning, I have no gif button. I think it's an update issue - I did accept the Microsoft update that was suggested yesterday, which required me to close all of the microsoft suite products I had open - but when I reopened them, I had the gif feature. This morning, no gif. A fellow team member was able to post a gif this morning, but others aren't seeing the button either. I'm leaning towards something funky in the update package, but who knows. I miss my gifs. :(

Please select (...) next to the team name > select manage team > select members tab > owners.

Under the owners section, you should be able to see the owner & co-team owner.
