Found it.

Screen Recording

My system had an entry (unchecked) for Microsoft teams. I think it asked me as I was launching but I blew by it. Not sure how you'd add it if it's not there. You just have to turn it on, and Teams screen sharing will work.

It is definitely not working to close other apps. And for sure it is not a consistent behavior.

One time in all my testing I managed to get the screen sharing to work. That was after quitting all other apps AND a restart. However with subsequent tests the sharing stopped working again and this time even after a restart it did not work.

One time I managed to get it to work simply by going from full screen to window of the Teams app.

This is a Teams bug and not directly related to other apps.

Bug with Screen Recording permission in Mac OS Catalina and/or Teams

    My environment:

    Microsoft Teams Version 1.2.00.28258

    MacOS  10.15.1 (19B88)

There seems to be a permission problem with MacOS or with Teams related to the ability to share your screen via Teams.

When attempting to start a screen-share a dialogue box is displayed saying permission must be set but it is already set as allowed.

Normal behavior should be that the error message is no longer displayed in Teams once the permission was granted for "Screen Recording"

"We need permission to share your screen

Go to Security & Privacy > Screen Recording to give permission and start sharing."

I have deleted the Teams cache folder and app and restarted the machine.  I reinstalled Teams and even attempted to remove and reinstate Record Screen permission but nothing has resolved this problem.
