    I wanted to switch to Insider after a long time since 10, and the same error message greeted me.

    It seems this is a temporary issue.
    Trying to refresh the Insider Program page does not seem to work.
    I waited a few minutes, and then I browsed to other settings and came back, then finally the "Get Started" button was available.
