Entering text in a password box, and the eye symbol

When a User starts entering text into the password box the eye symbol is available to press.

If you move the cursor out of the password box the eye symbol disappears.

The only way to get the symbol back is to clear info from the password field, click out of the box and then put the cursor back in again and the symbol will re-appear.

Why can we not have the eye symbol visible all the time ?

This is by design and I believe cannot be changed, as the browser suppresses the reveal button when focus moves away from the password field for security reasons.
