For everyone's information here, I did install ExplorerPatcher and I was able to unlock the taskbar and move it to the top of my screen where I like it, but I discovered I lost some other functionality. I rely heavily on Alt-Tab to cycle through open programs and docs, but it was lost under ExplorerPatcher. Also, the taskbar looked different, with the display of the names of open apps showing. It took up more space on the screen. So, I ended up uninstalling ExplorerPatcher. I get my Alt-Tab back, but the taskbar is back at the bottom of the screen... Just thought y'all might like to know. Let's keep the pressure on MS to fix this horrendous oversight!
