YOUR PIN IS NO LONGER AVAILABLE DUE TO A CHANGE TO THE SECURITY SETTINGS ON YOUR DEVICE.

Successfully resolved the issue by resetting my local account password via creating an admin account using regedit.

1.  Enable the built-in admin account: https://www.elevenforum.com/t/enable-or-disable-built-in-administrator-account-in-windows-11.709/
2. Log into the new admin account
3. Navigate to Control Panel>User Accounts> Manage another account, and you'll be able to change the password of the account you got locked out.
4. Sign out and log in with the new password.

The fact Microsoft allows one admin to modify the password of another admin seems interesting security design choice.

But would it really be Microsoft if they didn't try to either wipe away your entire file database randomly or make you not access a specific feature in Windows that you desperately need?

I am unable to set-up a new PIN as it asks for a security code to be sent on a number I no longer have. I just updated my number on microsoft accounts and it says will take 30 days before it takes effect. Now I can't even log into my laptop. No option for password login or to change to a local account. Someone HELP!!!

I did that deletion that NGC folder, and while the Win 11 login no longer asks for a password, and just says Sign in, clicking it only results in that screen reloading, and thus there is still a lock out.

This is on a recent new installation, a clean install, of Win. 11 64 bit, but after I doubled the amount of memory Windows (due to the newly required TPM) invalidated my sign in Pin, and offers no working option to rectify it.

I also did a System Restore that did not help.

BTW, to help others for whom the NGC folder deletion above may work, rather than the process described in the post I am replying to, then I rebooted and when the black (POST) screen appeared I kept tapping the key (F11 on my desktop PC) that brings up the menu of what drive to boot from, and by which I booted from a Linux Mint with off a USB drive (made via Rufus), to navigate to MY computer and to the Windows system (and under View, choose show hidden files) and then deleted the NGC folder.

For now, I do have a AOMEI copy of the whole drive and a bootable USB of it to restore it all, but that may result in the same issue. Thus I may do a reset.

But MS should fix this lock out issue.
