YOUR PIN IS NO LONGER AVAILABLE DUE TO A CHANGE TO THE SECURITY SETTINGS ON YOUR DEVICE.

Successfully resolved the issue by resetting my local account password via creating an admin account using regedit.

1.  Enable the built-in admin account: https://www.elevenforum.com/t/enable-or-disable-built-in-administrator-account-in-windows-11.709/
2. Log into the new admin account
3. Navigate to Control Panel>User Accounts> Manage another account, and you'll be able to change the password of the account you got locked out.
4. Sign out and log in with the new password.

The fact Microsoft allows one admin to modify the password of another admin seems interesting security design choice.

I have to do this every time I update my BIOS, which is annoying, but a quick and easy fix. To clarify, this applies to situations where you receive the "Pin is no longer available due to a change in security settings..." message at login, but you CAN still login to your PC using your password (ie. can't use your Pin to login, can use Password). Here's the solution:

1. Login using your Password
2. Go to C:\Windows\ServiceProfiles\LocalService\AppData\Local\Microsoft

a. this is assuming your OS is installed on the C-drive (as most are, by default) but if you've installed Windows on a different drive (such as the A-drive, B-drive, D-drive, etc...) go to that drive instead of C: as listed above, and then follow the same path from there

3. Once you've arrived at and are inside the Microsoft folder you will see multiple sub-folders; the one you are looking for is named NGC
4. Delete the NGC folder entirely

a. you must be an Administrator to delete this folder so, if prompted, click OK when the Admin Access pop-up appears; if you aren't an Administrator

b. if you ARE an Administrator but you're still unable to delete the folder, Google to find a tutorial on how to take Ownership of a folder in Windows... trying to outline all of those steps is not within the scope of this problem/solution so I won't go into that here

4.1. As an alternative to deleting the NGC folder you can instead rename it to NGC.old, either will be fine

5. Restart, log back into Windows using your Password again, and then go into Settings > Accounts > Sign-in Options > Pin and you will now have the option to create a Sign In PIN (which you can set as the same PIN you had before, or something entirely new, it's up to you)

The next time you start up your device you will be able to login using your PIN
