My mouse goes busy at a specific point on screen.

Please defines mouse "goes busy" - do you mean it becomes erratic or scrolls by itself? Explain more so I can find the fix for you.

Run the mouse troubleshooter at Settings > Update & Security > Troubleshoot. > Additional Troubleshooters.

Based on the results you post back I may have other suggestions if necessary.

Even on an empty desktop, as you move down the screen, the cursor goes from normal to the blue-spinning-busy version. It's back to normal on the taskbar. When in that version, getting it to respond to things like buttons is difficult in that it only works every so often. I need to move the window around to get buttons into an active zone right now. It's insane sounding, I know. But, this is a clean work machine with nothing customized in here.

Really - this is just a normal install using a static background wallpaper and no UI enhancements other than Windows powertoys (see vid)

Greg Carmack , I have the same problem as celstark only.... So please tell us a fix of this pointer problem :)

Yesterday, I booted Windows into the recovery mode and told it to undo the last windows "quality" update. Yes, Windows still lists the November cumulative one as being in place, but lo and behold, the problem is gone. I've been using the machine a lot and zero issues now.
