High ram usage while idle on a windows 11 pc

Just like the title goes, my laptop gets about 50~60 ram usage while idle, even though it has 16 gigs of ram. Tried checking with the task manager doesn't seem to spot anything going on. Also, I've tried fixing the registry, disabling startup applications, defragmenting drives, turning off Sysmain, as said on the Internet, but they all didn't change anything. Is there any way to fix this while not clean installing windows again?

    Uninstall the following applications or software , for checking purposes

    HP sure click endpoint service

    Dropbox

    Desktopfenster manager (if possibleonly)

    Micro-vm

    HP sure click

    Ditto

    HP services scan

    Set unwanted or rarely used application-related services to manual from automatic using services.msc application.

    Delete or disable registered tasks under task scheduler application

    1. Create a new system restore point.

    2 Uninstall Dell-related software.

    3 Set Windows modulus install service startup type to manual

    1. Increase page file size from automatic to manual size.

    After 10 years of having this problem on all my windows versions, thats it, im finally installing ubunto on my pc, im a programmer, and despite windows beeing more user friendly, its not "multitask friendly" damn, you can have 64 gbs of ram the services running on the background will just eat that up until you only have 4gb left, its a shame

    Same issue. Brand new laptop with 16 GB of ram. Been banging my head on this. Fresh restart and I'm at 60% cpu. I have a Windows 10 box running with ~100 tabs across multiple windows and I'm running at 25% memory usage. WTH is Windows 11 doing behind the scenes? CPU and disk are non existent but memory is through the roof even on a fresh boot. I'm fine as long as I don't open anything.
