Introduction:
About a week ago now, my CPU started idling around 60-70C with nothing open. It used to be around 50C - I have sufficient airflow in my case (Meshify C). I don’t remember installing any programs or updates around this time - in fact I think it started while I was in the middle of using the computer. It had been running fine for around a year.

I had the very same symptoms. After digging about this issue for couple of weeks, disabling VT-d in BIOS helped. Now, my laptop: Lenovo Thinkpad T460p with i7-6820HQ is idling at chilling 36-40 C.

I know - it's weird - but it works. I tested it for couple of days and checking temps every now and then (while idling) and temps are back to normal.
Also while working on laptop - temps are back to normal.
I am experiencing the same issue. Prior to the update of Windows 11 on July 20th, my CPU was idling at 45C-50C on power saving mode at approx 2.2Ghz. After the switch over, with power saving mode on, its idling between 58C jumping to as much as 70+C (mostly around 64C) with a cpu usage of 2%-4% @ 1.7Ghz.
In the beginning I thought the power profile was the culprit as it is constantly bouncing between Ryzen balanced and Power saving mode on its own. I disabled reduced the processing power to max 45% turn boost off, and still no change.
Under loads the CPU temps would immediately jump to mid 80'sC and hit up to 95C.
When attempting to get answers from Microsoft, all I receive are generic responses such as, make sure there aren't too many apps running in the background, make sure there is proper airflow, no dust etc. These are not the case. I looked for the particular updates mentioned in this post, but I do not have them installed. virtualization is disabled, as well as indexing, and the problem persists. I hope that Microsoft takes this issue seriously and resolve it soon.

Upgraded from W10 to W11 last week, temperature constantly over 70C (even when doing nothing), over 90C at high load and battery duration down as well. I already have VT-d disabled in bios and none of the other proposed solutions works for me.
Suboptimal experience with W11 in that respect so far, Microsoft please fix this!

All right, one more thing to add. If you are using Phone Link app (that connects cell phone to your PC) try to temporary exit it / disable / uninstall.
Then check if this fixed your high CPU usage while idle.
I just ended up going back to Windows 10, after fighting the cpu heat issues for weeks and having it in and out of Asus repair centres. It's supported until October 2025, and at that point I will likely want to get a new laptop anyway. Asus Vivobook with AMD Ryzen 7 5700U chipset.
