CPU Overheating in Windows 11

Introduction:

About a week ago now, my CPU started idling around 60-70C with nothing open. It used to be around 50C - I have sufficient airflow in my case (Meshify C). I don’t remember installing any programs or updates around this time - in fact I think it started while I was in the middle of using the computer. It had been running fine for around a year.

Problem:

  • When I boot into Windows, all fans ramp up to full for a bit, then calm down.
  • My idle temperature with nothing open is 60-70C, and maxes out at 80C if I put it under load.
  • When I open some applications, the fans ramp up to full for a bit

So far, I have:

  • Reseated CPU/AIO
  • Dusted my computer
  • Replaced thermal paste (MX-4)
  • Reset BIOS
  • Cleared CMOS
  • Done a fresh install (where it was still overheating before installing anything)
  • Run Windows Memory Diagnostics (no problems)
  • Changed power plan to balanced
  • Run chkdsk (no problems)

Other Information

  • When in Safe Mode, the fans don’t run as high (so I assume that the temperature is fine, but I can’t tell because monitors don’t work)
  • I didn’t have temperature problems in Ubuntu MATE when I checked with lm-sensors
  • I have no overclocks except for XMP on the RAM

  • NViDIA RTX 3070
  • MSI X570 Gaming Pro Carbon WiFi
  • MSI CoreLiquid 360R
  • 32GB Corsair Vengeance RGB Pro
  • Sabrent Rocket 4 (500GB)
  • Windows 11 Pro (22000.434)

    I had the very same symptoms. After digging about this issue for couple of weeks, disabling VT-d in BIOS helped. Now, my laptop: Lenovo Thinkpad T460p with i7-6820HQ is idling at chilling 36-40 C.

    I know - it's weird - but it works. I tested it for couple of days and checking temps every now and then (while idling) and temps are back to normal.

    Also while working on laptop - temps are back to normal.

    Hello guys

    I did just fresh build with

    Ryzen 7 5800x

    RTX 3080 12GB

    MSI Tomahawk b550

    Got exactly same problem on Windows 11

    i was in shock when i saw my CPU with no apps and software turned on at 78C

    i thought maybe cooling is bad but i got 360m corsair AiO cooler

    i was ready to buy windows 11 now i know im buying windows 10

    my name is ramy and also my CPU is over heating without opening any programs and the temperature decreases when I turn off the internet how can I fix this problem?

    I tried disabling XMP in BIOS, however it did not solve the problem - thank you for the suggestion though.

    Please check your benchmark score on the CPU-Z, as if it is throttling your score will be lower than it should be. The AMD Ryzen Master seems to not work well on Windows 11, and it detects my system as Windows 10.

    I may be wrong, but disabling the xmp alone will not change the cpu voltage if it was set at certain value. I am on the asus motherboard with the ryzen 3800x, and using the auto voltage can cause that issue, the cpu should thermal throttle at the temperature you seems to get.
