Windows 11 Screensaver / Display Sleep functions not working

A few weeks ago, I can't remember exactly when it occurred (May have been after installing W11) my screensaver and display sleep functions just completely stopped working. I have tried every trick in the book. I have updated my BIOS and chipset drivers. Powercfg -requests shows an audio stream running from realtek, I tried overriding it but didn't solve anything. I confirmed every power option setting is correctly enabled. Basically I've spent extensive time googling and troubleshooting this to no avail.

The one thing that did fix it was running the DISM restore commands in CMD Prompt, however, it only works temporarily for the initial reboot after running that command, and then it stops working again if I reboot a 2nd time.

What can I do to fix this problem?

    Well, with all the problems on this subject and the fact that MS hasn't come up with a fix for it yet, my screensaver/screen off Failed to kick in again. Walked in the next morning and my home PC was still showing my desktop. Did some checking and found that my Steam App was running again. Shut it down and everything back to normal again.

    I'm really getting tired of this. My laptops running Win 10 and has zero problem. Why can't they get this simple problem fixed for Windows 11?

    The method outlined by Lynn -MSFT previously worked. I would just do step 3. and wouldn't even need to restart, but would have to do it again periodically.

    Now nothing seems to work. Screensaver never comes on and consequently my PC never sleeps or hibernates.

    What is going on Microsoft? I've used every version since 95 and I've never encountered an issue like this. I'm literally afraid to upgrade to the OLED I want because I feel like I'll walk away and forget and burn the image into it forever.

    And for good reason. As I posted earlier in a response my 3K Wacom tablet has permanent burn in damage because of this bug. It literally damaged the screen from excessive burn in because my computer never goes to sleep.

    I unplugged my joystick and my computer locks and screens turn off normally now. Logitech Extreme 3D Pro.
