I had the same issue and solved it, wanted to share with this thread.
I turned off the Nvidia Graphic Overlay in Geforce Experience. this seems to have solved it - now monitor sleep and screen saver is working.

A few weeks ago, I can't remember exactly when it occurred (May have been after installing W11) my screensaver and display sleep functions just completely stopped working. I have tried every trick in the book. I have updated my BIOS and chipset drivers. Powercfg -requests shows an audio stream running from realtek, I tried overriding it but didn't solve anything. I confirmed every power option setting is correctly enabled. Basically I've spent extensive time googling and troubleshooting this to no avail.
The one thing that did fix it was running the DISM restore commands in CMD Prompt, however, it only works temporarily for the initial reboot after running that command, and then it stops working again if I reboot a 2nd time.
What can I do to fix this problem?

This in no way is going to fix his problem and is a default answer you "geniuses and techies always say to do of which 99.9% of the time never work and are a big waste of time. Lets stick to the issue at hand and try and address that instea dof suggesting to reinstall windows shall we? Good lord I wonder how you got your job, honestly I do.

2022-06-02T17:25:45+00:00 I have the same exact SSD and I tried this firmware update (mine also hadn't been updated since purchase) and it solved the monitor sleep issue for me as well!
However, this did nothing to solve the screensaver issue. The screensaver still will not engage unless I run the DISM commands, and then only continues to work until the next reboot. A curious note about the screensaver issue is it also sometimes works immediately upon reboot but then a few minutes later it stops. Perhaps some application is loading up and interfering with it?
That's a good news -- even partly. We solved one exceedingly specific needle in a haystack! I don't use screensavers myself, just power savings, so I haven't verified it on that end.
Worth checking out, but if you go to Event Viewer > System > are you seeing any specifically recurring themes/issues in generated output? Because I've been trying to track down a lot of these same issues for months (which is how I found your thread), and how I ultimately tracked down the SSD issue because I kept noticing a repeating loop.
