Windows 11 Screensaver / Display Sleep functions not working

A few weeks ago, I can't remember exactly when it occurred (May have been after installing W11) my screensaver and display sleep functions just completely stopped working. I have tried every trick in the book. I have updated my BIOS and chipset drivers. Powercfg -requests shows an audio stream running from realtek, I tried overriding it but didn't solve anything. I confirmed every power option setting is correctly enabled. Basically I've spent extensive time googling and troubleshooting this to no avail.

The one thing that did fix it was running the DISM restore commands in CMD Prompt, however, it only works temporarily for the initial reboot after running that command, and then it stops working again if I reboot a 2nd time.

What can I do to fix this problem?

    I have tried everything I'm capable of doing. I just quietly close my lid and forget about it.

    Add me to the list of people whose screen saver isn't working. It stopped working a few months ago maybe.

    I just did a clean wipe and install of Windows11 and my screensaver still isn't working. I don't have anything plugged in other than keyboard and mouse. I don't have Geforce Experience installed. I have all the latest updates. The only program I've installed so far is Steam.

    I found this article which might hint at the problem. I have a machine with 10th gen Intel where the screen saver works fine. If I run the powercfg /requests command there are no entries.

    On my other machine with 13th gen Intel I get "PERFBOOST: DRIVER Legacy Kernel Caller Power Manager"

    Could this be what is blocking the screen saver? Maybe has something to do with the Efficiency cores?

    Can everyone else run this command and report their results.

    nothing just had to set it not to sleep for screen saver to come on lol

    Is there a common factor that's been acknowledged regarding this issue? This is a brand new install for me with minimal programs running but I'd be happy to submit hardware information and installed software if it helps.

    I suspect these are all tied together. When screensaver and display turn off doesn't trigger, sleep and hibernate also fail. Thus hours later my pc is still unlocked and displaying the same image.

    What is going on here?
