Enabling auto-hide in safe mode has solved the issue for me.
Window 11 taskbar auto-hide turning off
I switched to Windows 11 a few weeks ago, and ever since then, the taskbar auto-hide quits working when the computer comes out of Sleep mode. I have to be away from the computer for a while before it will happen, and I believe it has something to do with me running dual monitors. When I wake my computer, my secondary monitor appears to come up faster than my primary by just a fraction. Once my primary is on, there is a message saying something about the taskbar already being hidden (I think) and the taskbar on my primary monitor has the taskbar up. When I go to Taskbar Behaviors, 'Automatically hide the taskbar' is no longer checked. I'll select it again, and it will work fine until the system goes back into Sleep mode for a while, again.

2022-04-01T15:55:48+00:00 I contacted MS support through the chat function. They directed me to boot up in safe mode, tick the box, then reboot. So far, it's worked.

2022-04-01T13:51:09+00:00 I've also found that, when I have auto-hide and multiple screens for the taskbar, task manager, if it's been running for several minutes, takes a long time to close when closed. With auto-hide and set for just one monitor, that problem doesn't occur.

2022-04-01T13:18:07+00:00 I have the same problem and is not about such a simple and obvious solution. Every after a while (unlimited times per day) I m sick to control-alt-del and run explorer for the taskbar to appear again
Extremely annoying and have not found any solution as this is a bug. It is not about configuration
