I switched to Windows 11 a few weeks ago, and ever since then, the taskbar auto-hide quits working when the computer comes out of Sleep mode. I have to be away from the computer for a while before it will happen, and I believe it has something to do with me running dual monitors. When I wake my computer, my secondary monitor appears to come up faster than my primary by just a fraction. Once my primary is on, there is a message saying something about the taskbar already being hidden (I think) and the taskbar on my primary monitor has the taskbar up. When I go to Taskbar Behaviors, 'Automatically hide the taskbar' is no longer checked. I'll select it again, and it will work fine until the system goes back into Sleep mode for a while, again.

I went into taskbar settings and unchecked the box "Show flashing on taskbar apps" and rechecked the box for "Show my taskbar on all displays" and that seems to have fixed my problem. Running Windows 11 Enterprise version 23H2. Taskbar has so far remained hidden.
This is the error message I get when the PC wakes up from hibernation. It can also happen when it is woken from sleep mode. The error is random and I have not been able to get it to replicate by force. When this error comes up that is when the hide taskbar option then becomes unchecked in taskbar behaviors. My thought are that windows sees that both taskbars on each monitor are hidden and for some reason, this is not allowed. I never had this issue in Windows 10. I went back and did a clean install of Windowws 11 and all of the updates and yet the problem persists.
I have exactly the same problem.
The only non system restart method I know of is to use task manager and close windows explorer then use the run function and execute explorer.exe which will restart the taskbar and rehide until the next time you let the system sleep the screens and then it starts all over again.
MS has proven they don't care considering how long this bug has been allowed to exist.
This is the most miserable support thread I have ever had the misfortune of stumbling upon. I'm unhappy to report that I also experience this issue on current patch as of 11/3/2022 on Windows 11, and, yes, it's reliably triggered by waking from sleep on my dual monitors. Clearly the hundreds of responses about this exact issue have not had much luck in permeating to the folks who actually fix these things.
At least they host this forum for us to shout into the void...

You mention the app notifications and, yes, this is one of the times that the taskbar remains up, with a glowing notification icon. The problem I mentioned is completely apart from this.
I will continue to observe this behavior, but I suspect that it may have been fixed by the latest Windows Update. If I can confirm this, I will post here.
