Just as the title says, my settings app will not open no matter how long i wait or what i do. The 'app settings' won't work either. I ran the windows virus program and nothing was wrong and the rest of my laptop is functioning fine, so how do i fix this?

Here's the steps you can try.
-Click Start, type Powershell and open it.
-Copy and paste this command below and hit Enter.
Get-AppxPackage *windows.immersivecontrolpanel* | Reset-AppxPackage
Restart your computer and check.

I have read through most of the answers to this question and tried your answer and it did not help me.
I think my issue is different, mine happened after the march, windows 11 update. My explorer would not load without me running the task menu and "run new app" so I was able to restore a previous point and I shut down the windows update option.
I needed a malware app and downloaded a couple different ones and that turned on the windows update to proceed to download this horrible update.
Now I can not click on the setting key to access any of the wonderful choices to use to get into anything. I have tried to reinstall windows 11 and leave my personal info and apps. I tried 4 times, which took forever, and it gets done with the message it was unloading all the installed files and could not finish. I can't add a new user because I can't get to the option. I have run the sfc /scannow, the DISM all those options with the store to check if things are correct and everything there is fine. When it was suggested to change the defaults and associations, nope not an option. It wont open.
I am at an end of working on this for 3 days. So bottom line is it takes a really long time for explorer to load when it does or if it does I may have to use the task menu and run a new app. I can't open any system files that involve using the setting key, and I also get a message of "Class not registered" when trying to open windows update and a few others. and, the Windows button does not work.
Will buying a new windows help, POS?

Thank you for that information. Your answer gave me guidance or at least understanding on what is happening to my profiles. Over time I have had profiles disappear completely or be modified. Clueless as to what or how that happened, it has had some extremely bad consequences. From your post I was able to put 2 and 2 together. These and other unexplainable "events" happened after updates, primarily in Windows 11.
Is the DOX command line in Windows Power Shell? When problems arise in Windows, I want one complete avenue to correct, cleanup or streamline this operating system. I have decided against going with Linux. I have started a foray into Power Shell to permanently delete Widgets, find my 25 digit Windows Key, correct Security Certificate Issues, etc. There are so many dozens of solutions or fixes for Windows it is mind numbing. You are way ahead of me in this game. Is there one program or app that could conceivable "do it all".
