Over-exposure in screenshots and recordings with HDR in Windows 11

Hello, I am inquiring about an issue I can't seem to solve (without turning HDR off all-together, which defeats the purpose of having it even be an option in Windows 11)

In recordings (primarily using OBS) and in screenshots (with snip and sketch) everything appears extremely over-exposed / bright with HDR enabled. This is a big problem for me as I actually, well, want to use the OS normally. I record lots of clips and take many screenshots and I've finally gotten fed up of it and am now looking for a solution. Any help appreciated, thanks

(snip and sketch has since stopped doing it, however it likes to do it randomly now. commonly happens in fullscreen programs and also my web browser for some reason)

not sure what has happened recently.
sometimes it is over exposed but sometimes it is not.
but these are my shots. thoughts?

from my POV turning it on is a little over exposed at the moment.
the screenshots background is also a bit brighter

    dual monitor setup
shots are taken on HDR monitor

Yup, I have a reply way-back I believe mentioning that I used the HDR calibration tool and it doesn't help. It's definitely still broken even with the settings in the latest snipping tool as I mentioned above. It's possible to force HDR calibration to play "nicer" with the snipping tool, but then you lose any benefits of having HDR enabled from what I can tell.

100% you should probably test the issue prior to posting a 4 paragraph rant on why it most be a user problem. I have the exact issue as these other people. Maybe a little research is in order before pedaling misinformation to the world. It is Definity broken.
