Hello, I am inquiring about an issue I can't seem to solve (without turning HDR off all-together, which defeats the purpose of having it even be an option in Windows 11)
In recordings (primarily using OBS) and in screenshots (with snip and sketch) everything appears extremely over-exposed / bright with HDR enabled. This is a big problem for me as I actually, well, want to use the OS normally. I record lots of clips and take many screenshots and I've finally gotten fed up of it and am now looking for a solution. Any help appreciated, thanks
(snip and sketch has since stopped doing it, however it likes to do it randomly now. commonly happens in fullscreen programs and also my web browser for some reason)

I just got a HDR monitor and encountered this problem, but I use a program called "Greenshot" and not the Snip tool. What's odd is that it's been working fine for a few days and then randomly started over exposing. I toggled HDR off/on, but that didn't fix it. What did fix it for me, at least temporarily, was turning on HDR correction in the Snipping Tools options.
I've had HDR turned on for quite a while but only noticed this problem with screenshots (Snipping tool & Edge) since updating Windows 11 23H2. Turning off HDR is not a satisfactory "fix" for this issue nor setting Edge's experimental flag "Force colour profile" to SRGB. Obviously, both of these options will prevent any HDR Youtube content to being played correctly unless I reverse the "fix".
What I have done (as using the Snipping Tool with Edge is the only things that I care about) was:
This seems to be the fix for me, screenshots taken with the Snipping Tool in Edge are no longer washed out with HDR enabled. Don't know what a screenshot of HDR content would look like but for now, my issue is under control.

This worked for me, I had the same issue and after seeing this I tried reducing "SDR Content Brightness" Slider to 35% and voila! it worked. The over exposure happens when you over expose the SDR content using that slider, Anything above 40 is a no go for Screenshots. Also this helped me to find the perfect balance between my SDR and HDR content 😍
What is crazier to me is a quick google search shows this has been a problem FOR 3+ YEARS! Really lousy that I can't take 10-bit screenshots with snip & sketch or snipping tool. One or two monitor setup. Discord w/ Experiments properly supports HDR screen sharing for those coming to the thread trying to find a live share with HDR support. h/x265 is not widely supported in the live stream space so it is unlikely you will see a large set of applications supporting this, but it is sad that non of Microsoft's own software support it either. Nor do they properly tonemap to 8-bit color to help with overexposure.
Lately I've been using the Xbox game bar to capture screenshots (which does understand HDR) then using "HDR + WCG Image viewer" to adjust the brightness and save as an SDR image. Kind of clunky, but it gets the job done. Below are a couple of shots out of Red Dead Redemption 2 with HDR enabled.
