Microsoft Store missing from Windows 10, can't restore, can't install apps

I've tried all the troubleshooters and nothing works. When run this command in shell:

Get-AppXPackage *WindowsStore* -AllUsers | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"}

...... I get this:

My Microsoft Photos is missing, so I can't get that back because the Store doesn't work..........HEEEEEEEEELLPPPP!!!

    OK, I'll try that. How do I run it under Windows 8? I don't recall seeing any option like that.

    You know, before I installed Windows 10 the first time, I was trying to wipe the C: drive first, because I was afraid of complications of simply running the installer on top of Windows 11. I couldn't find a way to wipe the disk first. I just wanted to boot to a command line prompt from USB and run a quick format on C:, but all it showed was X: and it wouldn't let me do it. Do you know a way I can do this?

    I haven't done it yet..........kinda dragging my feet because it's going to be such a hassle to reconfigure the machine after reinstalling. I'll probably do it sometime very soon.

    Any advice you can give me on formatting the C: drive prior to installation would be great.

    Hey! Sure, you can do it whenever you want. On the formatting thing: keep in mind that by formatting, Windows CANNOT find a license anymore. You lose your data too, so if you can't move your installation, I wouldn't recommend. When you are reinstalling Windows, either from the system, making an update or just installing it from USB/DVD/CD-ROM, it creates a windows.old folder where it moves all your C: drive. It can be located in C:\Windows.old. So, to be honest, I wouldn't format the drive :)
