Microsoft Store missing from Windows 10, can't restore, can't install apps

Thanks for all the info. I tried following Greg Carmack's instructions for a clean reinstall, but when it gets to the "select drive" screen, it's empty. There's no C drive, nothing. How can I go forward from there? I tried doing an "update" installation, but it takes me in circles through the EULA screen and a couple of others, then back to the "Install Now" screen. I'm so frustrated. Isn't there a way to force the computer to just start from a blank hard drive? Can I just repartition the whole thing and start with a blank drive and use the USB to boot and install?

If most methods still fail, You may need to consider performing a Clean Installation of Windows 10.

Important: Back up your important personal data and files to an external hard drive or USB flash drive.

Download the Media Creation tool(Click Download tool now). Use the tool to "Create installation media (USB flash drive at least 8GB in size) to install Windows 10". Instructions inside the link.

Insert the USB Installation media into your computer. Please change the boot order in the Bios Settings. Boot your PC from the Installation Media you created.

I reinstalled Windows completely and it didn't help. I can see in the Start menu that Photos and the NVIDIA Control Panel are both "almost" installed, but they're not working. The Microsoft Store shows up in the menu, but it just won't open. See two screenshots below.

I repeated the steps above with the remove shell command and installing XBOX, but got the same errors.

Thank you for updating me with that information. I apologize that this did not resolve the issue.

If the issue persists, Please try performing an In-place Upgrade. Performing this can repair broken operating system files while your personal files, settings and installed applications will not be removed.

Download the media creation tool(Click Download tool now) and save it to your computer.

Open the tool and select Upgrade this PC now.

Make sure to select Keep personal files and apps.

It might take some time to install Windows 10. Your computer will restart a few times, Make sure you don’t turn off your PC

Good morning. I imported the registry settings, but the ClipSVC won't run. When I try, it just says "Running" for a few seconds, and then goes back to Stopped.

I uninstalled Internet Explorer earlier -- would that play into any of this? I didn't think I needed it, since it's pretty much obsolete.
