I opted in for Clean it all and Hard write up, also opting in for Downloading Windows from cache online beforehand instead of using the current Windows on this session.About " Resetting Windows Security App ", I was talking about Installed Applications on the Settings app.

What is clear from the results you reported, is that the procedure you used is not working.
A clean install using the MS USB media 22621.525 created with the Media Creation Tool from the MS site worked just fine.
It is up to you to give it a try or just keep getting the problems you are having. ππ€£π€·ββοΈ

Just for a test I tried the Reset this PC procedure, and it takes forever, after downloading from the cloud it started Resetting this PC and got stuck at 22% for a very long time. Finally, it moved to 38% and then 68%, but it seems to take forever. I see the disk activity, but it is taking an eternity to finish. π€¬ Finally rebooted and started installing and again it was taking a long time to move 9%, 24%, 48% reboot...84% then "Just a moment" message with spinning dots, rebooting again and finally started asking the account name to complete the install.
One more reason why I never use "Reset this PC" procedure. It sucks. π€£π€·ββοΈ
Anyway, at the end of this painful process the windows security was working fine with "App & browser control" and "Smart app control" set in Evaluation mode because I just did a clean install which came up at build 22621.819.
I have no idea why you had all those problems, everything worked fine here except for the long time wasted. ππ€£
A clean install using the USB media is much quicker and painless. π
