For those who don't want to play with powershell, admin privileges etc etc.
Simply open Microsoft Store, click My Library (bottom left), click Get Updates (top right). That's it.

I tried these steps and it did not fix the problem. I'm going to try completely uninstalling a reinstalling.
I did a bunch of resets and deleted and re-linked my PC. At first, links were working again. But then they stopped.
It stopped working for me today as well, after working perfectly for about a week. I don't know if something changed today or if it's because I rebooted today.
Edited to add: it hasn't worked properly in 2 weeks. The version with the notifications on the left side is the version that has this problem. If I "reset" the app, and re-link it, it works for a few minutes but then after a couple of minutes, it updates itself back to the version that has the notifications on the left side, and the links no longer work.
I am in the camp of individuals who have tried both "Repair" and "Reset" of the Phone Link app in Windows 11 without positive results. I have also tried completely resetting the app on both PC and mobile device, re-linking the two, and still URLs on the Windows 11 side of things are unclickable in the app. I would estimate that links were still working fine as clickable until some point within the last month (April 2022).
