I changed my theme to high contrast and finally the links work.
However, this is not beneficial to me as my eyes really cannot take the high contrast for long periods
When I have a link to click, I press Alt-LeftShift-Printscr and it turns on the high contrast, then click the link, then repeat the key press to turn off high contrast right away. At least it's a work-around for now.
Oddly enough, I've had 13 eye surgeries and a vision issue that prevents me from driving and requires the use of a good number of lighting and magnification aids, and even I can't stand the high contrast. I don't know what kind of vision issue those themes are made for, but I'm pretty sure it applies to virtually no one. But now we know it is definitely in the coding somehow and it really shouldn't be that hard for them to fix if they wanted to.
Also worked for me, but I hate the high contrast setting. MS, please fix this bug!! At least we've discovered something that narrows down the issue.
