USB power setting is missing from the Power Options (running Windows 11)

I am trying to manage my USB power plan settings but the USB option is missing from the Advanced Power Settings option.

Control Panel/System and Security/Power Options/Edit Plan Settings/Change Advanced Power Settings

FYI:

I am running Windows 11 Home Version 21H2 on an HP Spectre laptop.

I tried some fixes posted for Windows 10, but they did not work.

NOTE: I am trying to change the USB power options to see if this will stop the flickering in my Logi HD 1080p Webcam.

    I had the same problem. This is likely due to the USB Settings missing in the Power Plan. Follow these steps from Windows 10. It works for Windows 11 as well:

    Hi Microsoft Team,

    I have two issues right now are listed below.

    1.USB Power Setting is missing from power options.

    Even I have followed the instructions. However, problem still the same.

    2.In Device Manager in Ports (COM & LPT) one unknown device error I have.

    My Epson USB scanner is not recognized on Dell desktop. The svanner is USB powered and works on other computers. The power light does not come on when the scsnner is plugged in.

    I can find no USB powwer setting on the Dell computer running Win 11.
