Phone Link won't generate a QR code or PIN

I have Windows 11, and I'm trying to set up Phone Link between my PC and my Android. However, during setup I'm asked from the Phone Link app to generate a QR Code to scan on my phone or a PIN to enter manually, but neither ever appears.
Eventually, it gives me a "no network detected" error with "try again" as my only option, but my network is just fine - it has no problem loading the "Troubleshooting the Phone Link app" website, Windows reports no network problems, and all other apps using the network have no problems.
I have repaired and reset the Phone Link app from Windows 11 settings, but nothing changes.

2023-04-10T09:00:12+00:00 To anyone that comes upon this page in need of help. Try turning off any and all security software and firewalls. I was trying for an hour and then I decided maybe it's a security thing, disabled my Kaspersky that was running and boom QRC popped right up and I was able to get it connected.
