Starting today, the first major update to Windows 11 is now available for users who want to update. Our launch approach to Windows 11 leverages our well-established update systems and processes. The measured and phased rollout will offer the update via Windows Update when data shows that your device is ready, as our objective is to provide a quality update experience. We will initially ramp up the offering availability in the first weeks as we monitor quality signals. If we detect that your device may have an issue, such as an application incompatibility, we may put a safeguard hold in place and not offer the update until that issue is resolved. See my previous post on how I got around the W.U. loop after upgrading with the MS ISO 22621.382.
Kind of crazy process! The same bug showed up on 3 different boxes when upgrading with ISO, while it worked fine on the direct upgrade done by W.U. from 22000.978 to 22621.521. 🤷♂️
Next, I'll try with third-party ISO 22621.521. 😎

Third-party ISO worked too. W.U. still tried to download and install KB5017321 again, but in this case, it was it was happy. 😉

2022-09-21T06:38:15+00:00 My system is showing .521 without KB5017321, but I do notice some things are not turned on, such as File Explorer tabs.
Did you update using the optional update provided through W.U.? If you did, you go straight to build .521; however, if you use the MCT or .ISO to update, you end up - initially - on .382.
