An update of last Friday Oct. 28 apparently fixed the problem. I have 2 reboots without task host blocking the shutdown.
Interestingly, it does not show under installed updates history of that day. Rather, it seems to be a reinstallation of some update from Sept. 15., namely: Cumulative Update Preview for .NET Framework 3.5, 4.8 and 4.8.1 for Windows 10 Version 21H2.
So was it some outdated .net v3-4 range (current version is 6.0, why is the old stuff installed anyways) that was broken and causing the shutdown lock?
