Windows 11 security actions recommended but none found

on windows 11 the security icon in the task bar shows an exclamation in a yellow triangle and says "security actions recommended", but when I look at them all, they all say NO ACTION NEEDED

    I am using Windows 10. The Windows Security Icon is yellow stating action is required. My status is showing No Action required.

    Had same issue still on W11 23H2 OS Build 22631.3593 and fix it by rename C:\Windows\System32\SecurityHealth\1.0.2109.27002-0 into 1.0.2109.27002-0.bak and then reboot the system.
    To rename that folder, from elevated dos prompt ran psexec -s cmd /c "cmd.exe" to open dos prompt as system. Then enter REN C:\Windows\System32\SecurityHealth\1.0.2109.27002-0 1.0.2109.27002-0.bak
