I replied past month or so with a lengthy post of what that person should do and it would apply to you as well. Don't know where it is now but you really need to diagnose the reason more.
"Windows Installer reconfigured the product" either shouldn't happen all the time (I don't know which but it makes sense that it shouldn't be flagging as changing as that would mean something incorrect is happening to the files) or it should happen all the time and means nothing here (red herring). I don't know which and am not spending the time on it as I have other things to do.
Since the devs don't do anything then they probably feel its on the user side of things where something is going wrong and it definitely could be based on this topic. Its possible they can't reproduce it or something else so can't fix it as well but that also means there's a user side fix too even if a user feels its not correct.
You should look at it different such as if something is happening to the files or finding a different error should that one be a red herring, etc.
