Thankyou soo much as this was driving me crazy! My GPU being OC'd was the issue.
Went back to factory and the game worked! The game is Genshin Impact.

I have checked it, it has always been disabled
In case people still having this issue:
My solution was switching PCIe from Gen 4 to Gen 3 in the BIOS. I have my graphics card (GeForce RTX 3060 Ti) connected via a riser card that's supposed to support PCIe Gen 4, but apparently it doesn't. Now everything is working fine, and the graphics performance is basically the same. Maybe 1/2-1 FPS difference at most.
Are you referring to the global settings or program specific?
Hello!
I had the same problem when i had 2 different monitors on watching videos on different screens and different browser. What fixed it for me was that i restored nvidia control panel 3d settings.
u might have touched those for better game performance or w/e since there are good options. Honestly i dont know which option it is but i think its image scaling or for some reason texture settings.
anyway restore those and it might take ur problem away.
