Every time that I go to download a game from the xbox app or microsoft store that is over 1GB, the xbox app/microsoft store first tries to download Visual C++ 2015 UWP Desktop Runtime Package first. The issue is that the microsoft store page for Visual C++ 2015 UWP Desktop Runtime Package appears to be bugged, and I cannot download it. I have tried canceling the downloads and downloading just the package by itself and it does not work. I cannot find the page online to download it manually either. How do I download Visual C++ 2015 UWP Desktop Runtime Package manually, or how do I work around needing it to download larger games. This is a new issue, it was not a problem a month ago.

I managed to get things to work after 10 reboots and 3 hours of trial and error. Conclusion is that there is obviously a wider issue with MS Store that seems to be tied to Insider accounts. Uninstalling Xbox app, game service (via powershell), getting out of insider and uninstalling the app, reinstalling game services via, resetting the MS Store and finally rebooting and praying the gods, reinstalling it all.. done. even back on Insider (for MSFS2020 SU10 beta which is critical on my end).
Okay so after hours of speaking to a couple of Xbox Reps, it's clear that this is a more complicated issue than they had realised.
Here's what Xbox and I know for sure.
This is a back-end issue which when installing a Game, provides a one second executuble(this would be the Microsoft Visual code).
I tested numerous Games. Some seem to "need" this file. Whereas others. For eg Snowrunners and Visage. Install instantly and do not require any additonal file.
So. It's clear that this is NOT. I REPEAT. This is NOT an Insider App issue. Nor do you have to reset your PC or any of that extreme advice that people have suggested.
As we proved earlier, specific Games that don't recquire this code, download and install instantly. I tested it with Forza Horizon 5 with the new DLC. Absolutely no issues.
This is a back-end issue that Microsoft/Xbox have to fix.
I would not be recommending deleting apps/changing registry information or any of that. There is no need.
Resetting/Reparing the Windows Store/Xbox App does not work. As confirmed by one of the Xbox reps, being an Insider does not include any different data when installing/downloading a Game.
So be patient and I'm sure there will be a fix for both Microsoft Store and Xbox App soon. Hang in there.
This is absolutely brutal, same issue for me, can't update Horizon for the new DLC. How has this not been fixed yet after 2 days?!
Okay guys. Worked with a few people and was given this link.
Just followed all the steps and it 100% works. You don't even need to restart your PC.
Just take your time. Follow the instructions carefully and you'll be fine.
Just to confirm - No Man's Sky, As Dusk Falls etc etc were Games I could not install. I just tried and they are downloading.
