DNS request timed out in command prompt

Hello, I've been experiencing issues with Halo MCC giving me this weird microstutter when I play online. In diagnosing it I've reinstalled windows completely, tried multiple sets of hardware (3 motherboards, 2 processors, 2 sets of ram, 2 graphics cards, 2 power supplies, and two SSDs). The only thing that's stayed the same is the actual license for Windows as it has booted fine on all 3 mobo's. Additionally, I had the problem on Win11, downgraded back to 10, then eventually upgraded back to 11 and the problem has persisted each time. I also did full clean repair installs everytime I swapped out the motherboard or SSD and installed my chipset drivers from a USB drive I saved them to.

With that out of the way, the mobo currently in my machine is an ASRock B450mac with a Realtek LAN card, just for reference. (The 2 other boards have Intel LAN cards).

I have Verizon gigabit fiber internet and I'm hardwired to a G3100 router. I have tried factory reseting the router and multiple cables. Additionally, the in-game network problems happen irrespective of my server ping. It happens on <20ms ping just as bad as 150ms.

I'm not sure if this is related, but when I run "nslookup <website name here>" in command prompt, it always says DNS request timed out after 2 seconds. However, if I turn on a VPN, it seems to work. Additionally, I've tried changing my DNS provider in both Windows and my router's settings and the problem persists. I tried flushing my DNS cache in command prompt last night which fixed it, but today the nslookup command says DNS request timed out again, regardless if I reset the cache.

I also have DNS-related events in event viewer as well as one from the Browser service.

I'm wondering why command prompt is saying this, and how to fix it.

    The first video I've done. It's just basic settings in MCC and Nvidia.

    The second video appears to be for Windows Server 2016, does that apply to me if I'm using regular old Win11 for home use? I tried searching for the "server manager" menu they use to change settings, but it doesnt appear that I have that on my machine as it's Win 11 home edition. (correct me if I'm wrong).

    The third video you sent is how to change your DNS provider inside of Windows. I have already done that, both in windows and on my router and it doesnt solve my problem. I still get the DNS timeout regardless what DNS server I am on.

    I checked the rest of the links but couldnt find any solutions.

    I am an installation specialist who wrote the Clean Installs that popularized these with consumers for the last 14 years, so I noticed you referred to doing "Clean Repair installs" which is a contradiction since a Repair Install keeps everything in place and reinstalls Windows, while a Clean Install is defined by wiping all partitions off the drive so no trace of the old install remains.

    The reason I suggest this is that no one of millions who have followed exactly this specific install has ever come back with further problems that I've seen.

    It might even work for a problem this pervasive.

    Thanks for the ideas. Quite a few of these I've done or just now did, so I'll include those in a list:

    -Trying nslookup it in a clean boot

    -Disk check on my C drive

    -Trying it on a new admin account

    -Malware bytes scan w/ rootkit enabled (0 detections)

    -System file checker and DISM

    For clarification, when I said I did a "clean repair install" what I did was a repair install but it gave me the option to keep my files or to remove everything and clean the drive. Also, when I did it, it downgraded me to Windows 10 despite clearly having an iso for 11. I'm not sure what that was about, but I've since upgraded back to 11 anyway.

    I will now follow your steps regarding your clean install of Windows. In the meantime, if you have any ideas I'm all ears and really eager to get this fixed. I'll be sure to update the thread again as soon as possible.

    Since a Repair Install re-installs Windows from the media you're running at that moment, it's hard to figure out how it could have downgraded to Windows 10 which requires adjusting some registry settings to even do a downgrade install and it's iffy if it would work between editions (though it might).

    So there has to be something going on like another install of Windows 10 or 11 on the drive, or serious corruption of Windows. If you want you can post a screenshot of Disk Management, which I read like a doctor reads X-rays.     But if you're doing the Clean Install, as long as you unplug all other drives and wipe all partitions off the drive, nothing should survive.
