Windows 11--most recently opened Explorer window keeps popping up into the foreground

About a month ago Windows Explorer started the annoying habit of routinely moving its most recently opened window into the foreground. Is there a way to stop it from doing this?

For example, I'll open an Explorer window to open a file into another application, and a few minutes later, for no apparent reason, Windows Explorer will interrupt the application by popping its Explorer window into the foreground. The same thing will happen when watching a video: a minute or two into watching the video and the most recently opened Explorer window will move into the foreground interrupting the video.

The only way to stop this behavior is to close all Explorer windows while watching a video or working in another application. Annoying as heck. Any suggestions? Thanks.

    I confirm that I have this issue on both my personal (ASUS Rog with SSD and RTX 3060) and work (HP G460 with SSD and integrated GPU Ryzen 5) laptops.
    On the first I have Windows 11 Pro 22621, on the second I'm not sure, but I would guess Windows 11 Enterprise same version (I'll edit the post on Monday).

    I'll also file the issue from the hub.

    Hope they'll really solve this (and the one about the wifi/audio/battery panel not opening).

    I will just add my voice to the chorus: I have had the same problem since many months. I believe it already occurred in later versions of Windows 10, but I am not entirely certain.

    We also experience this issue on most of our laptops running windows 11 in our company and have been for months.
