Windows 11--most recently opened Explorer window keeps popping up into the foreground

About a month ago Windows Explorer started the annoying habit of routinely moving its most recently opened window into the foreground. Is there a way to stop it from doing this?

For example, I'll open an Explorer window to open a file into another application, and a few minutes later, for no apparent reason, Windows Explorer will interrupt the application by popping its Explorer window into the foreground. The same thing will happen when watching a video: a minute or two into watching the video and the most recently opened Explorer window will move into the foreground interrupting the video.

The only way to stop this behavior is to close all Explorer windows while watching a video or working in another application. Annoying as heck. Any suggestions? Thanks.

    We also have this issue. I have many User, reporting about it, so I guess any of our Windows 11 systems is actually affected.

    In most cases, typically business devices from the DELL LAtitude Series, with i5 CPU and intel graphics. All systems are actually patches by Windows Update and have actually driver installed. For some people, this happens very often, others do have this very less.

    Just wanted to say I also have this issue, and was at least relived to see it wasn't just me! I have taken to closing explorer all the time now.

    Another thing this does, which some of you may not have seen. I have the taskbar hidden at all times. If explorer is closed, the taskbar will slide up, then back down again. Must somehow be related!
