Windows 11--most recently opened Explorer window keeps popping up into the foreground

...I'd say this is the Global usage, but not the Corporate usage. I don't know anyone who is using Windows 11 in their jobs, most of us are still running Windows 10.

That makes sense. I suppose there's a reason corporate IT departments are slow to upgrade an OS. Maybe they long ago realized what the rest of us Windows users are just discovering: Microsoft doesn't care.

I think you might be right about the market share of Windows 11, which is still around 23% of Windows desktops worldwide, according to this site:

Also according to that site, Windows OS is around 69% of desktop market share (with OS X for Mac in second place).

So, if my quickmaths is correct, only around 16% of all desktops use Windows 11. That's still a big number, but it does put this issue into perspective. Factoring in how many of those might not be patched up to date since October 2022 (when this issue was introduced), and the number of affected/frustrated users could be quite low when compared to all desktop users.

I was wondering this myself - every so often my win 11 PC wakes up - might it be checking if one-drive needs syncing ... (even though one-drive is off) along with some Explorer connection - might explain why MS are being a bit slow on this problem? Disabling one-drive via the reg is possibly a bit different to just turning it off?

Perhaps because corporate people are not complaining enough or allowed to complain in public forums. Their IT departments tend to restrict what updates are being delivered to minimize any major impact in their daily operations. I'm sure if a big client started to raise this bug over and over again, they would act straight away since there might be an issue in their contracts and agreements.

Another possibility why nothing is happening, their large clients haven't migrated to Windows 11 and are still running Windows 10 (my case and many I know, for instance). Even if Microsoft would like to push Banks, Telcoms, Top 500, etc., they won't update so easily, especially, when they see these kinds of bugs that will impact their performance and operations. That's why, I mentioned before that we need to tag Microsoft, Satya Nadella, Windows, etc. in public forums like X, LinkedIn, Facebook, etc.

Maybe they will pay attention to this problem. We need to focus on the Microsoft's new key word "productivity," when we created these posts. And I know Windows 11 is not productive since I own a Surface Laptop 4 and still face two very crazy Windows bugs that I have experienced for years:

1. A battery bug that auto-shuts down/hibernates under random circumstances. It was introduced in the Windows 10 Creators Update in 2017.
2. This one of the File Explorer that steals your focus.

I decided to make public my concerns on Social Media Networks because maybe just maybe, I can reach the right people who are not and won't be here. But it shouldn't be only me, but everyone facing these crazy bugs. Microsoft says that is focusing on "productivity," but even if it brings me thousands of AI tools, but if it also keeps introducing bugs that are never fixed, then, these updates might not worthy to install, and I will keep using old versions.

Furthermore, it's very unlikely that Microsoft engineers or people are monitoring this post. Most likely, we are the only ones sharing our bad experiences and they just silenced it. In the past, I shared a very crazy bug:

And I tried to reach anyone from the Outlook Engineering team to report it since I have a background as a developer. It didn't work since the people in charge of these forums rarely ever have any connection with them. This is the kind of people we mainly can see:

These people rarely ever have/can influence the engineering team in any significant way. I'd encourage everyone who is facing this bug to tag Microsoft, Satya Nadella, Windows, etc. in public forums like X, LinkedIn, Facebook, etc. and share this link with them. Probably, they will take any action. The large Surface Event '23 is happening tomorrow (Sep 21st, 2023):

Where I'm sure we will keep listening about the Windows "productivity," which as we know it's not the case in Windows 11. Let's start creating the new posts in public forums where we can "reach" the decision makers.
