Windows 11--most recently opened Explorer window keeps popping up into the foreground

About a month ago Windows Explorer started the annoying habit of routinely moving its most recently opened window into the foreground. Is there a way to stop it from doing this?

For example, I'll open an Explorer window to open a file into another application, and a few minutes later, for no apparent reason, Windows Explorer will interrupt the application by popping its Explorer window into the foreground. The same thing will happen when watching a video: a minute or two into watching the video and the most recently opened Explorer window will move into the foreground interrupting the video.

The only way to stop this behavior is to close all Explorer windows while watching a video or working in another application. Annoying as heck. Any suggestions? Thanks.

    Mine happens when I move the mouse... The mouse glitches for a few milliseconds like vibrating.

    I have the same problem, and I can reproduce it when having 2 explorer windows in the background and running gpupdate.

    Edition Windows 11 Enterprise

    Version 22H2

    OS build 22621.2134

    Windows Feature Experience Pack 1000.22659.1000.0

    We have also observed the same symptom on Windows 10 running in Virtual Box nodes every now and then for the last three years. There, gpupdate does NOT trigger the effect though. Very annoying when it happens during User Interface Integration tests, because it makes the tests fail if it happens in the wrong moments...

    Q.When is the next annual shareholders meeting?

    A.The next annual shareholders will be held on December 7, 2023. Last year it was virtual, probably the same this year (getting too close to announce a venue). Shareholders could write in questions about this Explorer issue (but ... the 'window' for questions may have closed). [seems strange that I can not find an answer to that last one]

    Thanks for the tip, however the group update angle has been discussed at length here with mixed results. As for myself, I can't reproduce the group update effect on my installation of Windows 11 Home, Version 10.0.22621 Build 22621.

    What makes sense thinking of the fact that Win11 Home doesn't event have this kind of trigger (no Domain Controller no GroupPolicy Update). But at least it's possible to reproduce it on some machines in a business environment. But thinking about this bug is mentioned in some forums since january 2023 I am out of hope MS will note, find or fix this behavior :(
