Windows 11--most recently opened Explorer window keeps popping up into the foreground

I've opened a ticket with Microsoft about this issue and was told that this issue was found and fixed in this month's insider build. From Announcing Windows 11 Insider Preview Build 23403 | Windows Insider Blog:

• Fixed an underlying issue believed to be the cause of File Explorer unexpectedly jumping into the foreground sometimes.

So, this bug was found and fixed way back in March but has not been deployed outside of Insider builds. The good news is that the agent said it is planned to be released in this month's preview build later this month as well as in all December's cumulative patches.

Here's hoping it's true...

Thank you for the information. If it is indeed correct, then that's an example of even more bad, anti-customer behavior by Microsoft; issue is fixed, but they're waiting eight months--or longer--to implement it? What the heck's happened to Microsoft?

I recently updated to 23H2 and all I got was a lousy Copilot icon in my task bar; I immediately removed it.

This issue is royally messing with my productivity again this morning. Anybody home, Microsoft??

agree…this is something they somehow mastered in windows 3.0 - it’s the most basic concept behind floating overlapping windows. there’s zero excuse for this.

I don't actually understand why in 2023, that this sort of problem is occurring. I assumed that there would have been enough rigorous beta testing etc to catch this sort of thing, and to have addressed it before it rolled out. The explorer window on this relatively new laptop here is still doing the occasional random pop-ups, and it happens even when we're not even touching the keyboard or the mouse.

This issue is a significant hurdle to user productivity, along with the more recent failure of Windows 11's search feature no longer storing search histories. That these are still unresolved issues four months later is truly baffling. Fix it, Microsoft. What are you waiting for?

Sadly it just happened again. This time both open Explorer windows came to the foreground. The last (finished) operation was copying files from a zip to a location. Five minutes ago. I was browsing the internet.
