Windows 11 language's basic typing won't finish downloading

There is a known issue that if you type Chinese characters in an English system environment, the word-searching bar would disappear while typing multiple Chinese characters in a row. This issue was never fixed and was very annoying. Today I tried to uninstall the Chinese language pack and wanted to do a reinstall, the language pack was downloaded just fine, but the basic typing was just stuck at the downloading phase and never goes to completion. I've been waited for more than 24 hours already.

Hey guys,

New here but was plagued by the exact same issue (Windows 11 ASUS ROG laptop) and managed to solve it with one of the mentioned solutions. Here is a TLDR and its working perfectly now for all languages for me.

Methods that did not work:
DISM fixes, restarts, regedits, ESD/CAB installations

Method that worked:1. Remove all language packs installed in Optional Features

2. Remove all secondary languages under Time and Language (Just leave the main one)

3. Run an In-Place Windows 11 upgrade (link provided below on how, might take quite a while involving multiple auto restarts. apps and files are not affected at all, read info in link)

4. Reinstall secondary languages, they should still take quite a long while but a tad under 45 minutes for me

    If you have decided to Re-install your Windows 11, you should be able to do so without downloading the ISO from Microsoft. Just Go to System, then "Recovery" - then "Recovery this PC" - it will give you the option to keep your personal files (or to whip them clean). You will have to reinstall and configure all the apps (including Chrome)...

    Hello, I was finally able to fix the issue by reinstalling Windows 11 ISO, then running again Windows update, and afterwards finally adding the “basic typing” for the languages I needed.

    To reinstall (repair) Windows 11, download its latest ISO file on the dedicated Microsoft site : https://www.microsoft.com/en-us/software-download/windows11. Then once downloaded, double click on the ISO file to launch the Windows “setup” process. The tool will propose to install Windows 11 keeping the personal files and apps, which I chose. Windows settings also remained unchanged, so except for the time spent, the process was quite transparent.

    I guess I have offered everything I could except to say that at least you, my fellow victims, should be some how happy to know at least two people, who suffered exactly the same as you have experienced (after a few trials in my case), have since recovered from the same problems you have experienced. As I said, I can not explain what has happened and why did it worked for us - only Microsoft people can (but I saw no sign that they want to involve in this hot potato). What can I say? Try more times and you may be lucky next time? I am an optimist, and I remain to be hopeful that one of you will report back to this forum that you have come through the Dark Tunnel (built by Microsoft).

    Hello, thank you for your reply. I have tried again the steps described by Yuan X, with admin privileges and rebooting after each step (including waiting for long reboot times to complete, as described by JeffPan), but it still did not work. It seems like either someone finds the root cause and a corresponding solution, either it will have to wait for Microsoft to fix the bug in a future Windows 11 patch/update.
