Windows 11 language's basic typing won't finish downloading

There is a known issue that if you type Chinese characters in an English system environment, the word-searching bar would disappear while typing multiple Chinese characters in a row. This issue was never fixed and was very annoying. Today I tried to uninstall the Chinese language pack and wanted to do a reinstall, the language pack was downloaded just fine, but the basic typing was just stuck at the downloading phase and never goes to completion. I've been waited for more than 24 hours already.

Hey guys,

New here but was plagued by the exact same issue (Windows 11 ASUS ROG laptop) and managed to solve it with one of the mentioned solutions. Here is a TLDR and its working perfectly now for all languages for me.

Methods that did not work:
DISM fixes, restarts, regedits, ESD/CAB installations

Method that worked:1. Remove all language packs installed in Optional Features

2. Remove all secondary languages under Time and Language (Just leave the main one)

3. Run an In-Place Windows 11 upgrade (link provided below on how, might take quite a while involving multiple auto restarts. apps and files are not affected at all, read info in link)

4. Reinstall secondary languages, they should still take quite a long while but a tad under 45 minutes for me

    DISM RestoreHealth shouldn't take hours, 20m tops if that. The only reason I can possibly see it taking that long is either there's an extremely slow Internet connection and it was in that highly corrupt it had to re-download & install most of the image source files again from M$ servers, or, though rarely, a storage hardware issue.

    Me personally, if I took longer than 45m would make a copy of my user folder & anything else that's wanted to another drive/partition, obviously not where Windows currently resides while copying make or prepare your installation media, reboot and make sure said media is listed to run first boot.

    **Note, don't run setup in WindowsRE**

    Now when it asks for location (Only if suffering issues described previously) I tend to delete the EFI, Windows & Recovery partitions and select the new free space as the location, install will sort the other 2 partitions, sizes and formatting.

    **Note, that if dual booting, leave EFI & the other OS partition (Obviously, if it resides on the same drive) can make restoring your dual boot less tedious**

    Deleting rather than a re-format seems like overkill, but I've had some rare wack issues before when leaving those 2 partitions while only deleting the Windows one, especially if you have more than one drive, as such was 1 incident were Windows install used the other drive for the Recovery & EFI locations, not an issue of the bat usually but if you remove it or if fails, the PC won't boot at all.

    Tried several different approaches, and this one finally fixed my issue!

    Delete Delivery Optimization Files

    1. Press the Windows+I keys together to open Settings.
    2. Go toSystem > Storage > Temporary Files > Delivery Optimization Files.
    3. Make sure the Delivery Optimization Files option is checked.

    the problem is a lot of users reported this issue but microsoft still have no idea, they just don't want to solve it, like the font issue in onenote.
