Windows Key + V (Clipboard) Not Working

Hello, I have had this problem with the Clipboard, when I do the shortcut (Windows Key + V) It does this

It opens up this Transparent Box and a second later it closes, Clipboard History is turned on and it turns off after restart. Any help?

    Both "Windows" and "V" keys were working separately but not together but plugging out and in the keyboard from motherboard worked and it's working fine now.

    Run services.msc. Find "Clipboard User Service..." on list. RMB in "Startup Type" column and "Restart". Fixed the problem for me.

    No such service in Windows 10.

    open cmd as admin or use the windows key + R to open the run dialogue box and the do

    explorer.exe /r
    this will restart the explorer services and might also be worth running a sfc /scannow
