We just finished all of my clients update to 23H2 - my idea works - not convenient but finally got around the HP USB driver update that both HP and Microsoft can not seem to fix that blocked feature updates. Sigh.
W11 Update Install Error - Hewlett-Packard - USB - 4/8/2019 12:00:00 AM - 1.0.0.237
This update keeps return install error 0x80070103 in W11. Why won't it install?

2024-01-03T13:12:10+00:00 All of my clients' pcs will finally be at 23H2 after this fix ... of course if you don't block drivers updates after reconnecting HP to USB port returns the issue.

2024-01-02T13:11:16+00:00 My fix is only for an HP USB driver failure - not any other HP failures

2024-01-02T02:43:22+00:00 works for me on my clients pcs - another alternative is to exclude ALL window driver updates and then reconnect printer usb and that also works but means you need to do driver updates manually. Can't believe HP or Microsoft can't fix this ridiculous error! Running HP tool or hide update FIX is waste of time. Excluding the driver with gpedit has not worked either for me using device driver ids.
