    Your diagnosis is perfect. I have the same problem, and it's because the update is already installed. However, your solution does not work for me. I paused updates, then resumed them, but it still tries to install and fails.

    I found a really easy fix. This error is due to the updates already being installed.

    Simply scroll down in the Windows Updates, and:

    1. click on pause updates for 1 week.
    2. resume updates again

    Windows updates will recheck for new updates and it will be fixed.

    It didn't help at all
