Yesterday, I contacted the Microsoft Windows Support Team. They informed me that this issue has been identified and, to resolve it, an update will be released soon (probably by the end of this month).

I reverted back to Windows 10 four days ago. Today I got a notification for the Windows 11 22H2 update. Please inform me when they release the fix so that I can proceed with the Windows 11 update.

    Although the previous suggestions have fixed this issue for me on all our machines, I had one other idea for people who are still struggling -- try doing an in-place "upgrade" of Windows 11 using the download tool from Microsoft's website. Check the settings to "keep all apps and files". I've done this recently on other machines that were having unrelated complex issues (system restore not accessible, Bitlocker not working - complained about "missing files") and this solution worked for me on those machines.     Rats. Wonder if it would work trying from the Insider Program? We're just trying to get Windows to reinstall those crucial files that seem to be damaged (for lack of a better word) without messing up your existing apps or documents. Maybe try the info in this link for Insider Program?
