Yesterday, I contacted the Microsoft Windows Support Team. They informed me that this issue has been identified and, to resolve it, an update will be released soon (probably by the end of this month).
I reverted back to Windows 10 four days ago. Today I got a notification for the Windows 11 22H2 update. Please inform me when they release the fix so that I can proceed with the Windows 11 update.

I'm impatient and I did it myself with Enric's fix. It looks like MS dropped the Windows Security app from the MS Store. It is not there. It is documented that it is built into Windows Defender but appears to not be integrating properly. I believe Microsoft needs to either add the app back to the store as a downloaded app and/or add the file to the Microsoft Defender app and point it to the Security Health folder in the C drive. I ran the WIN11 update, that's when the issues started. I looked and no Windows Security in my App Tray, only in my System Tray. Also, Secuity Health folder was empty - no Windows Security files. I uninstalled and reinstalled the update 2x, no resolve. I did a factory reset 2x times which reinstalled the newest version of WIN11. Still no resolve with Device Security exclamation mark and unable to access it. Enric's download fix shows the file reinstalls from the Microsoft Store App but there is no longer such app in the store and it works. The app is now my App Tray and System Tray and is functioning correctly. The latest update is quite a pain if Protection History is turned on. I have to allow my previously owned apps, files and programs to the Controlled Access Folder. I don't remember doing this when I switched from WIN10 to WIN11 last year. However, I had Mcafee until I decided to just use Windows/Microsoft virus software since the WIN11 update in Oct so maybe that's why? I guess I could turn it off but then afraid of further issues so it's just easier to select Allow when I get the security popup.
***UPDATE***
The fix above did download a file to my empty Security Health folder, Windows Security was reinstalled and Device Secuity opened. I could access the options. However, due to other WIN11 issues I decided to do another Reset. I have Device Security accessible but there is no file in the Security Health folder, just like it was before I did the fix above. Maybe Microsoft updated something?

When I restarted the computer, the documentation in the folder disappeared, because it was added earlier with Administrator permissions, but not with SYSTEM owner permissions. Although the folder is now empty, the Windows Security Platform application was reinstalled and restarted to complete the installation. And so it continues, so everything is fine.
Either way, Microsoft will release an update for Windows 11 soon that will fix this issue with Microsoft Defender and Windows Security for good.
