PhoneExperienceHost.exe high CPU usage when pc idle

I reinstalled Windows 4 times in 4 days and I have a lot to say. I will write this story wherever possible, I am furious!

• It all started with an error when installing the latest cumulative update. In no way I could fix the problem, I decided to reinstall the system. License system recorded on a flash drive through the media creation tool.
• I reinstall for the first time, set up half a day and find out that the search indexing does not work. Without even trying to do anything, I re-insert the flash drive and...
• I reinstall the second time, after a couple of hours I understand that I can not put any folder on the quick access panel. At this point, I literally can’t believe my eyes, how is this possible?
• I reinstall the third time, a day passes and I have half configured my environment. But today I understand that my computer makes a lot of noise when the screen is off. PhoneExperienceHost loads about 10-15% of my 11900F, my eyes, how do you do it ??? At that time I could not find this topic and having tried everything I could, I decide to reinstall the system again to understand the matter in something from the software that I installed or this behavior will be on a fresh system.
• Reinstalling for the fourth time and doing nothing I find the same problem. And only after that I find this topic.

And even that is not the end. Having changed my phone this morning, I discovered that the data in MS authenticator was not restored from the backup (or it somehow miraculously disappeared). In addition, I had password login disabled, but after the code from the mail, I had to create a password. The app doesn't give other options. Perhaps after the return of the password, the backup disappeared, I do not know and should not know. Just lucky that I have duplicated 2fa codes in 1password.

I can not say a single good word about those who do all this. I am angry. This simply cannot be. I got as many problems in 4 days as apple users don't have in a lifetime. I understand that it is impossible to change something. And I understand that this message will definitely be deleted or edited. But I want the one who read this to at least pass it on to someone in the leadership, suddenly a miracle will happen. You are mediocrity. Your system, your software, your feedback center are rubbish. You found some good designers who drew Win11, but that's about it. It doesn't work at all. For so many years you have not been able to get rid of the ridiculous squares highlighting some interface elements for no reason, as if I use the keyboard, although this is not so. I am done!

I found that this process loads 3 cores of i5 13600KF up to 98%!

Thanks to this thread I understand what's happening on fresh machine... Main problem is that CPU fans speed increases and that is very annoying

To date: I have had only one incident of a CPU-hogging phonelink dll. My "good luck" may be due to my never using its front-end app, either in its previous incarnation as "Your Phone" or as "Phone Link". (Correction: I have never knowingly used this app. I have some vague recollections of pop-up boxes appearing occasionally, annoying me with their invitation to try out some feature or another that I didn't want... and maybe my dismissal of such a box had put this dll into an incompletely-tested state?)

I will consider this dll to be an ongoing risk of overheating in my Win11 laptop... especially when I close the lid (rather than shutting it down more emphatically with an explicit "Shut Down") before putting it into a carrying case ... where it just might someday get really really hot. Yeah I know there are thermal cutout safeguards in BIOS but even so it is a worry. Here's hoping that the QA team at Windows can localise this defect and repair it sooner, rather than later!

Windows 11, 22H2, on a Dell Workstation. I am seeing the same issue and it appears indeed to be PhoneLink. Here is my CPU graph with the process highlighted. The sudden peak before settling down is when my PC went out of an idle state. From the looks of things, it is maxing out one of my cores. I guess I should be grateful whatever is happening isn't multithreaded!
