Why don't I have the app and features in settings?

I have a Windows 11 and I'm trying to change the app recommendation setting but I don't know how because I don't have app and features.

    I finally figured it out. You have to get out of s mode to download apps from outside of the microsoft store

    This isn't an option because the app isn't installed yet. It can't install until the settings are changed. Seems this has been intentionally hidden.
