Why don't I have the app and features in settings?

I have a Windows 11 and I'm trying to change the app recommendation setting but I don't know how because I don't have app and features.

    I was having the same problem. You have to switch out of S mode to be able to download apps and programs from the web instead of their store. I couldn't download my printer drivers. Frustrating!

    Thank you so much! I spent over an hour trying to figure this out. Your direction finally allowed me to download Zoom ... even though I had to go through yet another step beyond what you shared. You saved me from banging my head against the wall. I was ready to do that next.
