Why don't I have the app and features in settings?

I have a Windows 11 and I'm trying to change the app recommendation setting but I don't know how because I don't have app and features.

    I am also missing "Apps & Features" from my Windows 11 "Apps" system menu - this inconsistency is extremely frustrating.

    I simply want to disable an app from being able to run in the background / "minimize to system tray". No app should be able to do this without asking for permission from the user FIRST. The app which is causing me this frustration is the EA "Launcher". It's violating multiple GUI norms and causing a great deal of frustration. When you press the "X" button to eXit, it does NOT exit, it simply minimizes to system tray which is exactly what I DO NOT want it to do.

    Works great, you have to go out of S-mode then you can install anything.
